Article 9. Competence of the authorized body, its departments with territorial subdivisions and other state bodies of the Republic of Kazakhstan engaged in activities in the field of protection, reproduction and use of wildlife, as well as in the field of conservation and reproduction of Kazakh dog breeds The Law on the Protection, Reproduction and Use of Wildlife
1. Authorized body:
1) formulates and implements state policy and carries out intersectoral coordination in the field of protection, reproduction and use of wildlife, as well as in the field of conservation and reproduction of Kazakh dog breeds;
2) carries out coordination and methodological guidance of local executive bodies in the field of protection, reproduction and use of wildlife;
3) develops and approves regulatory legal acts in the field of protection, reproduction and use of wildlife, as well as in the field of conservation and reproduction of Kazakh dog breeds;
3-1) monitors the accounting of dogs of Kazakh breeds, conducted in accordance with the Law of the Republic of Kazakhstan "On Responsible Treatment of animals";
3-2) approves the standards of Kazakh dog breeds;
4) develops and approves the forms of acts of the State inspector for the protection of wildlife, the procedure for their compilation and issuance;
5) develops and approves norms and regulations in the field of protection, reproduction and use of wildlife;
5-1) defines a list of requirements, the violation of which entails the use of rapid response measures, and also defines, in relation to specific violations of the requirements, a specific type of rapid response measure, indicating the duration of this measure (if necessary).
The list of requirements, the violation of which entails the use of rapid response measures, includes requirements that are subject to state control in accordance with Article 143 of the Entrepreneurial Code of the Republic of Kazakhstan.;
6) develops and approves samples of uniforms with insignia (without shoulder straps), the order of wearing and standards for providing it to officials of the department of the authorized body and its territorial divisions exercising state control and supervision in the field of protection, reproduction and use of wildlife, as well as employees of state institutions and organizations directly protecting wildlife;
7) develops and approves methods for determining the rates of fees for the use of wildlife and the amount of compensation for damage caused by violation of the legislation of the Republic of Kazakhstan in the field of protection, reproduction and use of wildlife;
8) develops and approves the form and procedure for issuing hunter's and huntsman's certificates;
9) issues an opinion (authorization document) for the export of wild live animals, including rare and endangered ones, from the customs territory of the Eurasian Economic Union;
10) issues permits for the import into the territory of the Republic of Kazakhstan, export and (or) re-export from the territory of the Republic of Kazakhstan of animal species subject to the Convention on International Trade in Endangered Species of Wild Fauna and Flora;
11) develops and approves the procedure for preparing a biological justification for the use of wildlife;
12) develops and approves standard forms of contracts for hunting management;
13) develops and approves the standard form of the plan of development of subjects of hunting economy;
14) develops and approves the standard form of the permit, as well as the procedure for its issuance;
15) determine the lists of animal species classified in the categories provided for in subparagraphs 4), 5) and 6) of paragraph 1 of Article 3 of this Law and transfer them from one category to another, with the exception of classification as rare and endangered;

17) organizes and (or) ensures the conduct of scientific research and design and survey work in the field of protection, reproduction and use of wildlife in the territory of two or more regions;
18) develops and approves lists of wetlands of international and national importance;
19) organizes the maintenance of state accounting, cadastre and monitoring of wildlife;

25) verifies the activities of users of the animal world in order to determine compliance with the requirements of the legislation of the Republic of Kazakhstan in the field of protection, reproduction and use of wildlife;
26) carries out proceedings on cases of administrative offenses within the competence established by the laws of the Republic of Kazakhstan;
26-1) prepares and submits a claim to the court on issues of protection, reproduction and use of wildlife;
27) carries out state control and supervision in the field of protection, reproduction and use of wildlife;
28) maintains, publishes and updates the register of zoological collections on an online resource on a quarterly basis;

33) develops and approves the rules for awarding honorary titles, badges and certificates of honor in the field of protection, reproduction and use of wildlife;
34) develops and approves the form of the huntsman's badge and special clothing with insignia;
35) develops and approves rules on inter-farm hunting management in the territory of the Republic of Kazakhstan;

37) develops and approves the instructions for accounting of animal species in the territory of the Republic of Kazakhstan;
38) develops and approves the hunting forum;
39) develops and approves the rules for conducting the hunting seminar exam by the Republican Association of public associations of hunters and hunting subjects;
40) develops and approves the rules of accreditation of republican associations of public associations of hunters and hunting subjects, conducts their accreditation;
41) develops and approves the reporting form for issuing hunter's certificates;
42) receives notifications on the commencement or termination of activities for artificial breeding of animals, the species of which are included in annexes I and II of the Convention on International Trade in Endangered Species of Wild Fauna and Flora;

50) develops and approves a list of officials of the department of the authorized body and its territorial subdivisions exercising state control and supervision in the field of protection, reproduction and use of wildlife, as well as employees of state institutions and organizations directly protecting wildlife who have the right to wear uniforms with insignia (without shoulder straps);
51) develops rules for the use of special equipment and service weapons by state inspectors for the protection of wildlife and inspectors of specialized organizations for the protection of wildlife, as well as the use of service weapons by rangers;
52) develops and approves the rules for issuing permits by the administrative body for the import into the territory of the Republic of Kazakhstan, export and (or) re-export from the territory of the Republic of Kazakhstan of animal species subject to the Convention on International Trade in Endangered Species of Wild Fauna and Flora;

60) develops and approves the rules for issuing permits for the introduction, reintroduction and hybridization of animals;
61) develops and approves rules for regulating the number of animals;
62) decides on the introduction of restrictions and prohibitions on the use of objects of the animal world, their parts and derivatives, establishes the places and terms of their use on the basis of a biological justification issued by relevant scientific organizations
63) develops and approves the rules of state accounting, cadastre and monitoring of wildlife;
64) develops and approves the rules for the creation and state registration of zoological collections;

71) develops and approves rules for the introduction, reintroduction and hybridization of animals;

76-1) decides to postpone the period of the ban on the seizure of wildlife by fifteen calendar days in one direction or another, depending on the natural and climatic conditions, without changing the total duration of the ban on the recommendation of accredited scientific organizations in the field of protection, reproduction and use of wildlife.;

The Department with territorial divisions carries out its activities within the competence established by the authorized body.
2. The competence of other state bodies of the Republic of Kazakhstan engaged in activities in the field of protection, reproduction and use of wildlife, as well as in the field of conservation and reproduction of Kazakh dog breeds, is established by the legislation of the Republic of Kazakhstan.
The Law of the Republic of Kazakhstan dated July 9, 2004 No. 593.
This Law regulates public relations in the field of protection, reproduction and use of wildlife, as well as the conservation and reproduction of Kazakh dog breeds and is aimed at ensuring conditions for the conservation of wildlife and its biological diversity, sustainable use of wildlife in order to meet environmental, economic, aesthetic and other human needs, taking into account the interests of present and future generations..
